A photographer, designer, and artist, Tully is also co-director of A Smith Gallery and a longtime figure in the Johnson City arts community.

Tully brings more than 35 years of experience as a landscape designer, furniture designer, fine art painter, and photographer. His photographs are rarely the final word: he typically shoots with the intention of amending the image through encaustic, hand coloring, or collage.

Amanda Smith introduced Tully to encaustic, a process she had studied at R&F Handmade Paints in Kingston, New York, a leading authority on the medium. Drawing on his background as a painter, Tully immediately recognized its potential for hand coloring and reworking the photographic image. The two have taught encaustic workshops together for years.

Tully joined Smith as co-director of A Smith Gallery in 2012, two years after its founding. The gallery has long championed the creative potential of the photographic process, with particular emphasis on alternative processes, through exhibitions and workshops. After twelve years in its Nugent Avenue space, the gallery moved online in 2023. Tully has juried many of its exhibitions, bringing the work of photographers from around the world to new audiences.
